Excerpt from The Lynn Review, Vol. 13: A Monthly Epitome of Lynn Affairs; November, 1910 Lynn is to experiment with a new charter, Goverment by commission. We know not at present the identity of the individuals who are to govern us, and even the leading charter makers and exponents of Plan 1 cannot tell what some clauses in their instrument really mean, nor how matters are to be taken care of that are not provided for in the Plan 1 draft. The imperfections in this heretofore proclaimed perfect document grow day by day. Already suggestions of amendments and ordi nances rapidly follow one another. If one-tenth of them are ever adopted the charter will look like a crazy quilt. There will have to be some alterations and additions, however. What kind of a prize have we drawn in this lottery? The Review sincerely hopes it is the capital prize. Time and time only can tell. The size of the vote, less than 50 per cent. Of the voters taking the trouble to go to the polls, is to be regretted.
