This book tells the story of this modern exodus and the international community's response, spearheaded by the United Nations High Commission for Refugees. The UNHCR pioneered innovations like the Orderly Departure Programme, anti-piracy and rescue-at-sea efforts, and reintegration projects for returnees. At times it tried to reshape fundamentally the terms of the debate about refugees. Today the camps in Southeast Asia are closed.
