Law enforcement agencies are changing their prescriptionregarding autonomous police duty. Specifically, trends in lawenforcement management now concentrate on police duty within theparameters of civil liability. With increasing criminal and civillitigation resulting from citizen complaints of excessive force,police administrators are critically analyzing their policies andprocedures. A proactive initiative in risk management is aprofitable approach to reorganizing police agendas responding tocrime. This study looked at the 1998 policies and trainingprotocols of the San Francisco Police Department to determine aliability risk profile following evidence of officer misconduct. Byseeking a relationship between risk management variables andallegations of misconduct brought forth by citizens of the SanFrancisco community, proximate causes were identified regarding themisconduct. With an examination of key risk management variablesand behavioral misconduct, any agency in the world can utilize thiscause-tree or event-tree analysis in reducing its own liabilityprofile.
