Realizing the existential threat to the future of the American Republic, a progressive alliance narrowly elects a new President who promises to resolve the crisis by nationalizing access to human genetic engineering and medicine, emulating other developed economies who implemented these changes decades earlier to prevent collapse. With time of the essence, the nascent Administration quickly hires a team of experts to devise a path to bring the President's promise to fruition. Part of the team is Zane Fischer, a young and brilliant mathematician working for Syllabus, a prestigious consulting firm located in Salish City, far from the political and economic epicentre of the United States. The path forward for the President's plan is far from certain, with many entrenched and powerful forces opposing the new Administration, ruthlessly willing to use everything at their disposal to protect their interests, and not hesitating to destroy anything in their path.
