How does Norwegian democracy promotion influence theadvocates of democratic development, in the form ofcivil society organisations, in North-West Russia?This is the leading question in this journey betweenNorwegian and Russian civil society and Norwegiangovernment funding. The regional democracy enhancingrole that Norway takes on in the High North policyand its traceable influences in North-West Russiawill be explored on the way.The financial and political background, on whichNorwegian democracy assistance to Russia is based,is clarified through a review of the BarentsCooperation and the High North Strategy.Three hypothesis derived from prior research arefinally discussed in a qualitative analysis basedmainly on interviews and questionnaires with Russianand Norwegian civil society actors and actorsrepresenting authorities and grant givers.Field work was conducted in Russia and Norway duringwinter/spring 2007.
