This follow-up to Clumsy Solutions for a Complex World (now out in paperback) offers a clear, practical and theoretically innovative explanation for why even well-intended efforts to resolve global problems so often fail spectacularly. Verweij offers insights into how they may have been avoided and examines four of the biggest global governance fiascos of the last few decades. The cases include: the efforts to prevent human-made global warming with the help of the Kyoto Protocol; the attempts by the World Health Organization to combat malaria from the mid-1970s to the late 1980s; the invasion of Iraq by the United States and allies in 2003; and the support of the French government for the Rwandan genocidaires during the 1990s. Finally, the author demonstrates how creative solutions can be devised to address international problems, such as the clean-up of the river Rhine in recent decades and the current anti-malaria policies in Africa.
