The Commission is not only in many respects the most important of the European Union's institutions, it is also the most controversial. Its controversiality arises primarily from the fact that it is in a position to exercise extremely important policy and administrative powers, yet it is an appointed rather than an elected body. The Commission therefore needs to be understood. Surprisingly, however, relatively little has been written about it.
