In California it costs the taxpayers $75,000 a year to incarcerate a felon. The 13th Amendment prohibits slavery and indentured servitude except in cases where a criminal has been duly convicted and sentenced for a felony. In 2084 career criminals submit to a frontal lobotomy, castration, gene alteration, and have their brains reprogrammed prior to the federal government selling them into slavery via internet auction. The proceeds help to balance the budget and cut taxes. Further legislation creates a slavery meritocracy. Crime subsequently plummets.In an underground laboratory in Area 51, Nevada, scientists clone automatons to meet the growing demand for slaves. Corruption is rife. The Supreme Court rules that enslavement "is not cruel and unusual punishment."
