Alliances are easy to praise and hard to operate. In July 2025 the Government Accountability Office published the first comprehensive public audit of how the Department of Defense actually collaborates with allies in space operations - GAO-25-108043, sixty-eight pages of findings on what works, what does not, and why. This volume reproduces it in full facsimile.

The report examines the machinery of allied spacepower that strategy documents celebrate in the abstract: Operation Olympic Defender and its growing roster of national contributions; combined space operations centers and the Five Eyes-plus information-sharing architecture; hosted payloads, shared sensors, and the personnel exchanges that put allied officers on American operations floors. Against these, GAO documents the friction that operators describe and communiqués omit: over-classification that prevents the United States from telling partners what it needs them to know; releasability regimes designed for a single-nation force; interoperability gaps between national systems procured without combined requirements; and the absence of measures that would tell anyone whether the collaboration is working. The recommendations - and the Department's responses, printed in full - map the distance between partnership rhetoric and partnership practice.
