Information and Communication Technologies (ICT) stimulate changes that they involve the whole of social life on a planetary scale. However, beyond the promising speeches that question men and women of the globe as "con- consumers and users of a technological world", the integration of ICT in different countries, geographical regions and social groups does not occur uniformly. The insertion processes are complex, often dual and do not reach all the population by same.
