Investigates the effects of electoral systems on the relative legislative and, hence, regulatory influence of competing interests in society.§The authors find that in electoral systems in which the seat share of parties is highly sensitive to their vote share, regulation systematically favors consumers, lowering real prices, all else equal, by ten percent.
