This book analyzes the conduct of press policy in Bohemia from the Revolution of 1848 through the period of the Tábory, 1867-71, illustrating the fact that the inauguration of liberal reform, most importantly the rule of law, created an environment in which the periodical press, even during the era of Neoabsolutism, expanded. It illustrates the fact that far from constituting an historical relic, the Habsburg Monarchy undertook boldly innovative reforms which, while helping it to survive its immediate challenges, nonetheless fostered the rise of the bourgeois public sphere, as theorized by Jürgen Habermas, and the very political movements that would contribute to its demise. For the first time, this work concentrates on the struggles of the provincial Habsburg officials responsible for public order and security who attempted to balance between the ideals of the rule of law and their vital concerns regarding the survival of the Monarchy.
