Structural Reform in China's Regional Governments, the result of a three-year research project endorsed by the National Natural Science Foundation of China, explains the growth and evolution of China's regional governments, as well as the influence these governments have on China's socioeconomic development pattern. Based on a thorough review of the current data, the book conducts an analysis of data from China's provinces over a period of the past 30 years using multiple econometric models. In light of the changes in fiscal decentralization after the 1994 introduction of the tax assignment system and the 2002 income tax reform, the authors analyze the substantial socioeconomic impact of the intricate intergovernmental fiscal relationships and the reform of the regional government administrative structure. Structural Reform in China's Regional Governments, in two volumes, presents the objective and scientific findings of the latest research in China. Volume 2 examines the optimization of the size and structure of regional governments from four perspectives critical to a stable and sustainable development: economic growth, economic stability, income distribution, and social welfare. The analysis goes in-depth to reveal the exact effects of the fiscal reforms over the past 30 years and explore feasible ways for China to overhaul its government structure, so as to address the social and economic problems facing China today.
