In order to make the Masakhane campaign a success, local governments are required to improve service delivery to the previously marginalized communities. Many departments are not able to satisfy the basic needs of the community as they do not possess ample resources neither the staff that are adequately trained and motivated to achieve this objective. A major concern for the City of Cape Town that impacts on service delivery and productivity is the adversarial role amongst its heterogeneous work force and its training methodologies.
