Improving Educational Sector Performance in CA will touchupon the following major themes: (a) Latin-American approaches toplanning and budgeting in the public sector, (b) a general overviewof the educational system reforms adopted in CA during the 1990sand their impact on the contemporary educational sector, (c)influence of international cooperation on formulating educationalbudgets in CA with a particular focus on the contribution of Germanagencies. Discussion of the above-mentioned points will lead toconclusions which in turn will allow formulating a number of policyrecommendations addressed to various institutional actors thatinfluence the modus operandi of financial and educationaladministrations in CA. The material for the debate was provided bythe performance of educational sectors in five Central-Americancountries: Guatemala, Honduras, Nicaragua, El Salvador and CostaRica.
