R. 18537) Making Appropriations for the Department of Agriculture for the Fiscal Year Ending June 30, 1907; Fifty-Ninth Congress, First Session The committee met at 11 o'clock a. m. Present: Senators Proctor (chairman), Hansbrough, Warren, Burnham, Perkins, Long, Money, Simmons, Frazier, and Latimer. Present, also, Hon. James Wilson, Secretary of Agriculture, and Dr. B. T. Galloway, Chief of the Bureau of Plant Industry, Department of Agriculture. The committee thereupon proceeded to the consideration of the bill (H. R. 18537) "Making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1907." Statement of Hon. James Wilson, Secretary of Agriculture. The Chairman. Mr. Secretary, I would be glad to have you tell us in a general way what points you wish to be heard on, and what bureaus, especially, you wish to have represented here by their chiefs; the general scope of your wishes, and then any particular points that you can bring to our attention to-day. Secretary Wilson. Heretofore, Mr. Chairman, if you will remember, you have read the bill over while I was here, and when points I had to make came up I called your attention to them while the bill was being read over. Then you considered it in executive session afterwards. I do not think it is necessary to bring the chiefs up here. Doctor Galloway has always done a great deal in the way of assisting in getting up the bill, and he knows more about it than any of the other chiefs; so I have brought him to help along that line. The bill has gone through the House. I was not present in the committee when it was under consideration. They send for the chiefs in the House committee and have full hearings. The Chairman. They sent for all the chiefs? Secretary Wilson. They sent for all the chiefs, but they did not send for me. Senator Hansbrough. And their hearings have been printed, and we have them. Secretary Wilson. Yes; except on one or two points that they wanted to hear me about. The Chairman. You were before them, were you? Secretary Wilson. I was before them regarding one or two points, that was all; but the bill generally I did not say anything about.
