Excerpt from Annual Message of the Executive, to the General Assembly of Maryland: December Session, 1841 The law, which provides for placing indigent deaf and dumb children at the Pennsylvania Institution, makes it the duty of the executive to report to the Legislature the number of pupils sent from this State, and the amount expended in their education.
