Excerpt from American Bibliography, Vol. 5 In this fifth volume of the American Bibliography the literary record enters a period distinctively marked in character from what had been its prevailing characteristics up to this time. Heretofore the periods of growth into a national literature had been distinctively religious, and dominated by individuals, who impressed upon its character the stamp of their individuality, in the manner in which we are accustomed to measure the growth of all literatures by the dominant literary figure of its time. We now enter upon a period of a complete and radical change in its character, now distinctively political, in which the intellectual effort of the best minds in the Colonies sinks into the anonymity of hazardous political discussion, or into the work of governing bodies engaged in the common interests of a people in a cause for a vital principle of government. It is impossible for one to make a close study of the printed acts and works of these various governing bodies, whether in Committee, Legislature, or Congress, and not be impressed by the high principles and lofty spirit which animated the writers. They are not written in the heat of passion, but are evidently the work of calm, clear-headed, high-thinking men, who moved deliberately, weighed the consequences of each act, and after determining a line of conduct pursued it unflinchingly to the end. In the rapid growth of the Colonies from their small beginnings to their flourishing state in wealth and population, which the British government eyed only as a source of revenue for them to squander through a weak king, they saw the distinguishing hand of Heaven, and it impressed them with the belief that no design formed against them could prosper. Their whole aim, at first, was to obtain their object by peaceful retaliatory measures, and to prevent bloodshed; to oppose British pretensions on British principles; and they were prepared to thresh the questions at issue out in the public forum of political discussion. The same fatality which led the British ministry to pass the Stamp-Act, led them to the passage of the Act for blocking up the harbor of Boston - an Act which knit the Colonies together into a closer bond than any previous event in their history. They realised their participation in events which should be considered equally culpable with Boston in the destruction of tea in December, 1773. Philadelphia had turned away from its harbor in January, 1774, the tea-ship sent there; New York had done the same in April; and October witnessed the firing of both ship and cargo in the harbor of Annapolis.
