Waugh, essentially pioneered the role of the landscape architect as an integral part of national forest design and development, through such projects as the Mount Hood Scenic Byway and the Bryce Canyon scenic roadway. Frank Albert Waugh (1869-1943) was an American landscape architect who based his career on exploring the recreational functions of national forests, designing extremely natural methods of landscape design, and employing ecology as a foundation for decisions in designing landscapes.
