Excerpt from A Letter: Addressed to His Grace the Duke of Norfolk on Occasion of Mr. Gladstone's Recent Expostulation In 1870 General Council of the Vatican, composed of almost the entire Catholic Episcopate, defined as an article of faith that our divine Redeemer had invested the Roman Pontiff, in the person of the Apostle St. Peter, with the same infallibility in matters concerning faith and morals with which He had invested the Church itself. As a result of this the Prussian government, controlled at the time by Prince Bismarck, passed a series of laws against the Catholic clergy and people, with the hope of compelling German Catholics to substitute the authority of the State for that of the Pope. More than ten years of fierce persecution and courageous resistance ended in Bismarck finally giving up the struggle and causing the repeal of nearly all the obnoxious laws. In England in 1874 Mr. Gladstone, chagrined and angered by the defeat of his Irish University bill by the opposition of the Catholic clergy and laity of Ireland, and by his consequent expulsion from power, launched against Catholic British subjects his "Expostulation." It was a vehement accusation that Catholics could not be loyal to their country if they were faithful to the Vatican decree. Among the many answers which it provoked Cardinal Newman's ranks highest, and was without doubt the chief means of drawing from Gladstone - as frank as he is vehement - an acknowledgment that he had mistaken the mental attitude of his Catholic fellow-subjects towards Pope and country respectively.
