For nearly one hun dred years the government was entirely by the proprietors, who framed the first laws, appointed the governors and'other chief administrators, and subsequently conceded to the colonists certain rights and privileges of self-government. But, in time, disputes arose among the colonists, and some of the proprietors became involved therein, and abuses likewise Sprang up in the administration of the laws, so that at length a large number of the proprietors of both East and West Jersey united in a petition to Queen Anne, declaring their inability longer to govern the colonies, rendering their surrender of the government to the crown, and praying the queen to accept and assume the same.
